The picture was taken by Leisant Gireau (has anybody heard from to her lately?) right outside of Jefferson moments after Steven was arrested by Officer Ziegler for allowing the flag to touch the ground. It was two decades later that the US Supreme Court held flag desecration statutes to be violative of the first amendment.
